What the Reinicia Auto+ Plan is and who it is for
The Reinicia Auto+ Plan is a direct-aid programme from the Ministry of Industry and Tourism intended to replace vehicles damaged by the DANA that affected Spain between 28 October and 4 November 2024. It was approved by Royal Decree-Law 8/2024, of 28 November, and is backed by a budget of 465 million euros.
The aim is clear: people and businesses that lost their vehicle because of the floods can buy a new or nearly new one with a non-repayable grant. This is not a general fleet renewal plan, but a reconstruction measure directly linked to the disaster.
Who can be beneficiaries. Adult individuals resident in Spain, sole traders, commercial companies, associations, foundations and other entities. The common requirement is to be the owner of at least one insured vehicle that has been declared a total loss as a result of the DANA, and to have opened the corresponding claim with their insurer or the Insurance Compensation Consortium.
The vehicle categories included are:
Passenger cars (M1),
Vans and light trucks (N1),
Heavy trucks (N2, N3)
Motorcycles (L3 to L7).
Private individuals can apply for up to two grants if they can prove more than one damaged vehicle. Legal entities, up to five.
One relevant point for dealerships: the geographic scope of the sales transactions covers the whole of Spain. The affected customer does not have to buy the car in the Valencian Community or in the affected area. They can do so at any participating dealership in Spain. This opens the door to dealerships in any province.
Aid amounts according to vehicle type and label
The aid varies depending on whether the vehicle is new or nearly new and on its DGT environmental label. According to the information published by the Ministry of Industry and Tourism, the amounts are as follows:
Passenger cars and vans
Vehicle type | ZERO label | ECO or C label |
|---|---|---|
New | 10,000 euros | 5,000 euros |
Nearly new | 4,000 euros | 2,000 euros |
Motorcycles: between 2,000 euros (new) and 500 euros (second-hand), depending on the environmental label.
Vehicles adapted for people with reduced mobility: an additional 1,000 euros on top of the base aid (500 euros for three-wheeled motorcycles).
For a vehicle to be considered nearly new under the plan, it must meet two conditions: it must be registered in Spain after 30 October 2021 and it must be owned by the dealership at the time of sale. In other words, the car must be transferred directly from the sales point to the beneficiary. It may have had previous owners, but at the time of the transaction it must be in the dealership's name.
Both new and nearly new vehicles must have been purchased and registered from 30 October 2024 onwards. The aid is retroactive for purchases made from that date, provided the dealership is signed up to the programme. To understand the tax treatment of these transactions, you may find our article on invoices, VAT and REBU for dealerships useful.
How to sign up as a sales point: requirements and process
Signing up as a sales point is the essential step for a dealership to channel the aid from the Reinicia Auto+ Plan. Without it, it is not possible to process applications or apply the discounts to customers.
Who can sign up. Any vehicle sales point operating in Spanish territory and registered for the Economic Activities Tax (IAE) under heading 615.1 (motor vehicle trade) or 654.1 (retail trade in vehicles, motor cars and accessories). This information must appear in the census status certificate provided as part of the documentation.
Documentation required for sign-up:
Bank certificate proving ownership of the bank account.
Mercantile Registry certificate proving the signatory's power of representation, or a duly lodged notarial power of attorney with the Mercantile Registry.
Certificate of registration in the Register of Entrepreneurs, Professionals and Withholders, issued by the Tax Agency.
Declaration of Absence of Conflict of Interest, according to the template available on the Ministry's website.
The process has two stages. The first is sign-up: the dealership submits the application through the electronic office of the Ministry of Industry and Tourism. Once received, it is enabled as a participating sales point and can start operating within the programme. The second stage is formal accreditation, which takes place when the Ministry examines and validates all the documentation. The decision is issued by the State Secretariat for Industry.
In practice, from the moment of sign-up the dealership can already submit aid applications through the telematic management system (STG). If the final accreditation is not approved, the dealership loses its status as representative of applicants from that point onwards.
Obligations of the participating dealership
Signing up to the plan is not just an administrative formality. It involves taking on a series of obligations that the dealership must know and comply with.
Acting as the applicant's representative. The dealership submits the aid application on behalf of the customer, manages the necessary documentation and receives the Ministry's notifications. To do this, it needs an advanced electronic signature certificate. In the case of private individuals, the dealership can provide the customer with the electronic means to process the application.
Applying the discount on the invoice. The aid amount must be deducted from the vehicle price, after tax, with the wording "REINICIA AUTO+ Plan discount". The invoice must reflect the average sale price of vehicles of the same model and characteristics that were sold at that sales point during September 2024. This requirement is intended to prevent dealerships from inflating prices to absorb the grant.
Other obligations. Send the Ministry data on the vehicles it sells, collaborate in the promotion of alternative-energy vehicles, display programme signage at the premises and submit to checks by the State Audit Office.
For purchases made before the STG was activated. If a customer bought a vehicle before the telematic system was operational, the dealership must inform them of the possibility of benefiting from the plan and process the application. If the aid is granted, the dealership has a maximum of 20 days from receipt of payment to transfer the discount amount to the beneficiary.
One important point: the funds the dealership receives corresponding to the aid do not in any case form part of its assets. The dealership is an intermediary in the management, not a beneficiary of the aid. If you have doubts about how to correctly reflect these transactions on your invoices, you can consult our article on how to issue invoices correctly in a car sale.
How to process a customer's aid application step by step
The processing workflow is designed so that the dealership centralises all the management. These are the main steps:
1. Check that the customer meets the requirements. Confirm that they own an insured vehicle damaged by the DANA (categories M1, N1, N2, N3, L3-L7), that they have opened a claim with their insurer or the Consortium, and that they have a valid case number. The owner recorded with the DGT for the damaged vehicle must match the person buying the new vehicle.
2. Gather the customer's documents. National identity card or tax identification number, damaged vehicle details (registration number, chassis number), claim case number from the insurer or the Consortium, and the beneficiary's declaration under the official template.
3. Submit the application in the STG. The application is submitted through the Ministry's telematic management system, with the dealership's advanced electronic signature on behalf of the customer. The form requires beneficiary details, damaged vehicle details and purchased vehicle details (make, model, version, registration number, price).
4. Decision and payment. Applications are decided in order of submission, until the budget is exhausted. Once approved, the Ministry makes payment of the aid directly to the sales point. According to programme delivery data, decision and payment times have been reasonably quick compared with other aid schemes.
5. Deregistration of the damaged vehicle. The beneficiary is obliged to permanently deregister and scrap the damaged vehicle within two years of the aid being granted. In addition, they must keep ownership of the new vehicle for at least three years.
If at any point you need to check the mandatory documentation that must accompany the sale transaction, you can review our guide on mandatory documentation for dealerships in a sale.
Key points for turning the plan into a commercial opportunity
Beyond the administrative process, the Reinicia Auto+ Plan represents a real business opportunity for dealerships that know how to position themselves. More than 1,300 sales points signed up to the programme across Spain, and dealerships that processed applications quickly gained a clear competitive advantage.
Actively communicate that you are signed up. Many people affected by the DANA do not know exactly which dealerships are taking part in the plan. Making your sign-up visible on your website, in your portal adverts and on social media positions you as a direct option for that buyer profile.
Prepare stock of eligible nearly new vehicles. Nearly new vehicles with ZERO, ECO or C labels that are in your name and registered after 30 October 2021 are eligible. Having a prepared, clearly identified catalogue makes the customer's buying decision easier.
Speed up processing as a differentiator. Affected customers prioritise speed. A dealership with a well-organised process (standard documentation ready, access to the STG, operational electronic signature) can close sales that others lose because of bureaucratic delays.
Not just Valencia. Although most beneficiaries are from the Valencian Community, the plan allows purchases anywhere in Spain. If you sell online or have a presence in other provinces, you can attract affected customers looking for options outside their area.
Having each vehicle's data centralised (registration number, registration date, label, ownership) allows you to identify in seconds which cars in your stock meet the plan's requirements. If you want to explore how to optimise this part of your operation, you can consult our article on digitalising the used-car dealership.
Current status of the plan and outlook
The Reinicia Auto+ Plan has seen a notable level of implementation. According to data from the Spanish Government's Recovery Plan, by the end of October 2025 more than 41,700 applications had been submitted and more than 39,300 grants paid, worth over 203 million euros.
The application deadline was extended on several occasions: from the original 30 June 2025 to 31 October, and then to 31 December 2025 (published in the Official State Gazette on 29 October 2025). It is advisable to consult the Ministry of Industry and Tourism's official page (mintur.gob.es) or call the programme telephone number (917 549 168) to confirm the current status of deadlines and budget.
In parallel, the Government has presented the Auto+ Plan for 2026 (400 million euros, centralised management), which takes the Reinicia Auto+ mechanism as its model: fast processing, payments within weeks and state management. Although these are different plans, the operating logic for dealerships is similar, and the experience gained with Reinicia Auto+ is directly applicable.
Conclusion
The Reinicia Auto+ Plan has been a source of additional transactions for participating dealerships across Spain. Taking part requires an initial administrative effort, but the return is twofold: sales that would otherwise not have happened and a relationship of trust with customers who value the fact that you make access to the aid easier for them.
Frequently asked questions
Can a dealership be both a beneficiary and a sales point at the same time?
Yes. According to the Ministry's official FAQs, dealerships that also suffered damage from the DANA can access the aid as beneficiaries (up to five grants per company) and, at the same time, act as a participating sales point to process their customers' applications.
Can the customer buy the car in any autonomous community?
Yes. The geographic scope of the transactions covers the whole of Spain. Someone affected by the DANA in Valencia can buy their vehicle from a dealership in Barcelona, Madrid or any other province, provided that the dealership is signed up to the plan.
How long does the Ministry take to pay the aid to the dealership?
Times have varied according to application volume, but according to programme implementation data, Reinicia Auto+ has achieved decision and payment times significantly faster than other schemes such as MOVES III. The sector has positively valued the system's agility, with payments that in many cases have been completed within a few weeks.
Can I sell nearly new vehicles under this plan?
Yes, provided they meet two requirements: the vehicle must be registered in Spain after 30 October 2021 and it must be owned by the dealership at the time of sale. It may have had previous owners, but transfer to the beneficiary must be made directly from the dealership.
What happens if the customer's damaged vehicle still has outstanding finance?
The plan does not require the damaged vehicle to be free of charges for the customer to apply for the aid. What it does require is that the beneficiary is the owner registered with the DGT and that they have opened the insurance claim. The management of the outstanding debt with the finance company is a matter between the customer and their bank, independent of the aid process.
