What is the Reinicia Auto+ Plan and who is it aimed at
The Reinicia Auto+ Plan is a program of direct subsidies from the Ministry of Industry and Tourism aimed at replacing vehicles written off due to the DANA that affected Spain between 28 October and 4 November 2024. It was approved by Royal Decree-Law 8/2024, of 28 November, and has a budget of 465 million euros.
The objective is clear: so that individuals and companies who lost their vehicle due to the flooding can purchase a new or nearly new one with a non-refundable grant. This is not a general fleet renewal plan, but rather a reconstruction measure linked directly to the catastrophe.
Who can be beneficiaries. Adults of legal age residing in Spain, self-employed workers, commercial companies, associations, foundations, and other entities. The common requirement is to be the owner of at least one insured vehicle that has been declared a total write-off as a result of the DANA, and to have initiated the corresponding claim with their insurance company or the Insurance Compensation Consortium (Consorcio de Compensación de Seguros).
The vehicle categories included are:
Passenger cars (M1),
Vans and light trucks (N1),
Heavy trucks (N2, N3),
Motorcycles (L3 to L7).
Individuals can request up to two grants if they can prove more than one written-off vehicle. Legal entities can request up to five.
A relevant piece of information for dealerships: the geographic scope of the sale and purchase transactions is the entire national territory. The affected customer does not have to buy the car in the Valencian Community or in the affected zone. They can do so at any participating dealership in Spain. This opens the door to dealerships in any province.
Support amounts according to vehicle type and environmental label
The grants vary depending on whether the vehicle is new or nearly new and on its DGT environmental label. According to the information published by the Ministry of Industry and Tourism, the amounts are as follows:
Passenger cars and vans
Type of vehicle | ZERO label | ECO or C label |
|---|---|---|
New | 10,000 euros | 5,000 euros |
Nearly new (Seminuevo) | 4,000 euros | 2,000 euros |
Motorcycles: between 2,000 euros (new) and 500 euros (second-hand), depending on the environmental label.
Vehicles adapted for people with reduced mobility: an additional 1,000 euros on top of the base grant (500 euros for three-wheeled motorcycles).
For a vehicle to be considered "seminuevo" (nearly new) under the plan, it must meet two conditions: it must be registered in Spain with a date after 30 October 2021 and be owned by the dealership at the time of sale. This means the car must be transferred directly from the point of sale to the beneficiary. It may have had previous owners, but at the time of the transaction, it must be in the dealership's name.
Both new and nearly new vehicles must have been purchased and registered as of 30 October 2024. The grants are retroactive for purchases made since that date, provided that the dealership is registered under the program. How to join as a point of sale: requirements and process
Signing up as a point of sale is the essential step for a dealership to channel the grants of the Reinicia Auto+ Plan. Without it, it is not possible to process applications or apply discounts to customers.
Who can join. Any vehicle point of sale operating in Spanish territory and registered in the Economic Activities Tax (IAE) under heading 615.1 (trade of motor vehicles) or 654.1 (retail trade of vehicles, automobiles, and their accessories). This information must appear in the tax status certificate provided as part of the documentation.
Documentation required for registration:
Bank certificate proving ownership of the bank account.
Certificate from the Mercantile Registry proving the signing representative's powers, or a power of attorney duly registered in the Mercantile Registry.
Certificate of registration in the Census of Business Owners, Professionals and Retainers, issued by the Spanish Tax Agency.
Declaration of Absence of Conflict of Interest, according to the template available on the Ministry's website.
The process has two phases. The first is joining (adhesion): the dealership submits the application through the electronic office of the Ministry of Industry and Tourism. Once received, it is enabled as an associate point of sale and can start operating within the program. The second phase is formal accreditation, which occurs when the Ministry examines and validates all the documentation. The resolution is issued by the Secretary of State for Industry.
In practice, from the moment of signing up, the dealership can already submit grant applications through the telematic management system (STG). If final accreditation is not approved, the dealership loses its status as representative of the applicants as of that moment.
Obligations of the participating dealership
Joining the plan is not just an administrative process. It involves taking on a series of obligations that the dealership must know and comply with.
Act as representative of the applicant. The dealership submits the grant application on behalf of the customer, manages the necessary documentation, and receives notifications from the Ministry. To do this, it must have an advanced electronic signature certificate. In the case of individuals, the dealership can provide the customer with the electronic means to process the application.
Apply the discount on the invoice. The grant amount must be deducted from the price of the vehicle, after tax, with the concept "Plan REINICIA AUTO+ discount". The invoice must reflect the average sales price of vehicles of the same model and characteristics that were sold at that point of sale during September 2024. This requirement aims to prevent dealerships from inflating prices to absorb the subsidy.
Other obligations. Send data on the vehicles sold to the Ministry, collaborate in spreading awareness of alternative energy vehicles, display program signs on the premises, and submit to compliance checks by the General State Audit office.
For purchases made prior to the activation of the STG. If a customer bought a vehicle before the telematic system was operational, the dealership must inform them of the possibility of taking advantage of the plan and process the application. If the grant is approved, the dealership has a maximum period of 20 days from receipt of payment to transfer the discount amount to the beneficiary.
An important point: the funds that the dealership receives corresponding to the grants do not form part of its assets under any circumstances. The dealership is an intermediary in the management, not a beneficiary of the support. If you have questions about how to correctly reflect these transactions on your invoices, you can consult our article on how to issue invoices correctly in a car sale.
How to process a customer's support application step by step
The processing system is designed so that the dealership centralises all management. These are the main steps:
1. Verify that the customer meets the requirements. Confirm that they are the owner of a written-off vehicle insured against DANA (categories M1, N1, N2, N3, L3-L7), that they have initiated the claim with their insurer or the Consortium, and that they have a valid file number. The registered owner of the written-off vehicle in the DGT must match the person purchasing the new vehicle.
2. Gather the customer's documentation. DNI or NIF, details of the written-off vehicle (registration number, chassis number), claim file number with the insurance or Consortium, and a solemn declaration from the beneficiary using the official template.
3. Submit the application in the STG. The application is submitted through the Ministry's telematic management system, with the dealership's advanced electronic signature on behalf of the customer. The form requires details of the beneficiary, details of the written-off vehicle, and details of the purchased vehicle (make, model, version, registration plate, price).
4. Resolution and payment. Applications are resolved in order of submission, until the budget is exhausted. Once approved, the Ministry proceeds to pay the grant directly to the point of sale. According to program execution data, resolution and payment periods have been reasonably swift compared to other aid plans.
5. De-registration of the written-off vehicle. The beneficiary is obliged to permanently de-register and scrap the written-off vehicle within two years from receiving the grant. In addition, they must keep the ownership of the new vehicle for at least three years.

Keys to leveraging the plan as a commercial opportunity
Beyond the administrative hassle, the Reinicia Auto+ Plan represents a real business opportunity for dealerships that know how to position themselves. More than 1,300 points of sale signed up for the program across Spain, and the dealerships that managed applications quickly gained a clear competitive advantage.
Actively communicate that you have joined. Many of those affected by the DANA do not know exactly which dealerships are participating in the plan. Making your participation visible on your website, in portal ads, and on social networks positions you as a direct option for that buyer profile.
Prepare stock of eligible nearly new cars. Nearly new vehicles with a ZERO, ECO, or C label that are in your name and registered after 30 October 2021 are eligible. Having an inventory ready and clearly identified makes the customer's purchase decision easier.
Speed up processing as a differentiator. Affected customers prioritise speed. A dealership that has a well-organised process (standard documentation templates ready, access to the STG, electronic signature operational) can close sales that others lose due to red tape.
Not just Valencia. Although most beneficiaries are from the Valencian Community, the plan allows purchases from anywhere in Spain. If you sell online or have a presence in other provinces, you can capture affected customers looking for options outside their local area.
Having each vehicle's data centralised (registration number, registration date, environmental label, ownership) allows you to identify in seconds which cars in your inventory meet the plan's requirements. Current status of the plan and outlook
The Reinicia Auto+ Plan has achieved a remarkable level of execution. According to data from the Spanish Government's Recovery Plan, by the end of October 2025, more than 41,700 applications had been submitted and over 39,300 grants paid, representing a value exceeding 203 million euros.
The application window was extended several times: from the initial 30 June 2025 to 31 October, and subsequently to 31 December 2025 (published in the BOE on 29 October 2025). It is recommended to check the official website of the Ministry of Industry and Tourism (mintur.gob.es) or call the program helpline (917 549 168) to confirm the current status of deadlines and budget.
In parallel, the Government has introduced the Auto+ Plan for 2026 (400 million euros, centralised management), which models itself on the mechanics of the Reinicia Auto+: rapid processing, payments in weeks, and national management. Although they are different initiatives, for dealerships the operational logic is similar, and the experience gained with Reinicia Auto+ is directly applicable.
Conclusion
The Reinicia Auto+ Plan has provided a source of additional business operations for participating dealerships across Spain. Taking part requires an initial administrative effort, but the return is twofold: sales that otherwise would not have occurred and a relationship of trust with clients who value you facilitating access to the financial support.
Frequently asked questions
Can a dealership be both a beneficiary and a point of sale?
Yes. According to the Ministry's official FAQs, dealerships that also suffered damage from the DANA can access the grants as beneficiaries (up to five grants per company) while, at the same time, acting as a registered point of sale to process applications for their clients.
Can the customer buy the car in any autonomous community?
Yes. The geographic scope of transactions is the entire national territory. Someone affected by the DANA in Valencia can purchase their vehicle from a dealership in Barcelona, Madrid, or any other province, as long as that dealership has joined the plan.
How long does the Ministry take to pay the grant to the dealership?
Timescales have varied depending on the volume of applications, but according to program execution data, the Reinicia Auto+ has achieved significantly faster resolution and payment times than other support schemes like Moves III. The sector has positively valued the system's agility, with payments in many cases being completed in just a few weeks.
Can I sell nearly new vehicles under this plan?
Yes, provided they meet two requirements: the vehicle must be registered in Spain with a date after 30 October 2021 and must be owned by the dealership at the time of sale. It may have had previous owners, but the transfer to the beneficiary must be made directly from the dealership.
What happens if the customer's written-off vehicle had pending financing?
The plan does not require the written-off vehicle to be free of charges for the customer to apply for the grant. What it does require is that the beneficiary be the registered owner at the DGT and has initiated the insurance claim. The management of the outstanding debt with the financial institution is a matter between the customer and their bank, independent of the grant process.
